𝗟𝗼𝗰𝗮𝗹 𝗚𝗼𝘃𝗲𝗿𝗻𝗺𝗲𝗻𝘁 𝗔𝗰𝗮𝗱𝗲𝗺𝘆 (𝗟𝗚𝗔) 𝗶𝗻 𝗖𝗼𝗹𝗹𝗮𝗯𝗼𝗿𝗮𝘁𝗶𝗼𝗻 𝘄𝗶𝘁𝗵 𝗗𝗜𝗟𝗚 𝗥𝗲𝗴𝗶𝗼𝗻 𝗫, 𝗖𝗼𝗻𝗱𝘂𝗰𝘁𝘀 𝗕𝗔𝗛𝗔𝗚𝗜𝗡𝗔𝗡 𝗗𝗼𝗰𝘂𝗺𝗲𝗻𝘁𝗮𝘁𝗶𝗼𝗻 𝗶𝗻 𝗕𝗮𝗿𝗮𝗻𝗴𝗮𝘆 𝗕𝗮𝗹𝘂𝗹𝗮𝗻𝗴

The 𝗟𝗼𝗰𝗮𝗹 𝗚𝗼𝘃𝗲𝗿𝗻𝗺𝗲𝗻𝘁 𝗔𝗰𝗮𝗱𝗲𝗺𝘆 (𝗟𝗚𝗔) conducted the 𝗕𝗔𝗛𝗔𝗚𝗜𝗡𝗔𝗡 𝗗𝗼𝗰𝘂𝗺𝗲𝗻𝘁𝗮𝘁𝗶𝗼𝗻 in 𝗕𝗮𝗿𝗮𝗻𝗴𝗮𝘆 𝗕𝗮𝗹𝘂𝗹𝗮𝗻𝗴, 𝗖𝗮𝗴𝗮𝘆𝗮𝗻 𝗱𝗲 𝗢𝗿𝗼 𝗖𝗶𝘁𝘆 on 𝗝𝘂𝗹𝘆 𝟴–𝟵, 𝟮𝟬𝟮𝟲, as part of its initiative to document and promote innovative local governance practices and strengthen a culture of knowledge-sharing among local government units (LGUs). The activity was led by the LGA through 𝗠𝗿. 𝗩𝗶𝗿𝗺𝗮𝗿 𝗝𝗮𝘆 𝗗. 𝗕𝗼𝗴𝗮𝗼𝗮𝗻 and 𝗠𝗿. 𝗠𝗶𝗰𝗵𝗮𝗲𝗹 𝗝𝗮𝘆 𝗙. 𝗜𝘀𝗼𝗻, in collaboration with 𝗗𝗜𝗟𝗚 𝗥𝗲𝗴𝗶𝗼𝗻 𝗫 and the 𝗗𝗜𝗟𝗚 𝗖𝗮𝗴𝗮𝘆𝗮𝗻 𝗱𝗲 𝗢𝗿𝗼 𝗖𝗶𝘁𝘆 𝗢𝗳𝗳𝗶𝗰𝗲. It was attended by Punong Barangay 𝗘𝗱𝘄𝗶𝗻 𝗘. 𝗠𝗶𝗰𝗮𝗯𝗮𝗻𝗶 and barangay officials, together with representatives from DILG Region X and the DILG Cagayan de Oro City Office, headed by City Director 𝗘𝗹𝗹𝗮𝗶𝗻𝗲 𝗝𝗼𝘀𝗲𝗽𝗵𝗶𝗻𝗲 𝗕. 𝗗𝗲𝗽𝗮𝘂𝗿, 𝗗𝗠, 𝗖𝗘𝗦𝗘, who provided coordination and technical support throughout the activity. During the documentation, Mr. Virmar Jay D. Bogaoan explained that the 𝗕𝗔𝗛𝗔𝗚𝗜𝗡𝗔𝗡 𝗦𝘆𝘀𝘁𝗲𝗺 documents exemplary local governance initiatives and archives them in the 𝗟𝗼𝗰𝗮𝗹 𝗚𝗼𝘃𝗲𝗿𝗻𝗺𝗲𝗻𝘁 𝗜𝗻𝗻𝗼𝘃𝗮𝘁𝗶𝗼𝗻 𝗦𝘆𝘀𝘁𝗲𝗺 𝗕𝗮𝗻𝗸 (𝗟𝗚𝗜𝗦𝗕), enabling other LGUs to learn from and replicate successful practices. Selected as one of the pilot barangays for the documentation, Barangay Balulang featured its 𝗕𝗨𝗦𝗸𝘄𝗲𝗹𝗮: 𝗗𝗿𝗶𝘃𝗶𝗻𝗴 𝗖𝗵𝗶𝗹𝗱 𝗗𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁 𝘁𝗵𝗿𝗼𝘂𝗴𝗵 𝗣𝗿𝗼𝘃𝗶𝘀𝗶𝗼𝗻, 𝗣𝗿𝗼𝘁𝗲𝗰𝘁𝗶𝗼𝗻, 𝗮𝗻𝗱 𝗣𝗮𝗿𝘁𝗶𝗰𝗶𝗽𝗮𝘁𝗶𝗼𝗻, an initiative that demonstrates the barangay’s commitment to expanding access to education and delivering responsive public service. Guided by the established 𝟯𝗠 𝗽𝗿𝗶𝗻𝗰𝗶𝗽𝗹𝗲—𝗠𝗮𝗻𝗴𝘂𝘁𝗮𝗻𝗮, 𝗠𝗮𝗴𝗽𝗮𝘁𝘂𝗱𝗹𝗼, 𝗠𝗮𝗴𝘁𝘂𝗼𝗻—the barangay has cultivated a culture of continuous learning, active participation, and knowledge-sharing among its constituents. Complementing this is the guiding motto of Punong Barangay Edwin E. Micabani, “𝗡𝗼 𝗼𝗻𝗲 𝗶𝘀 𝗹𝗲𝗳𝘁 𝗯𝗲𝗵𝗶𝗻𝗱,” which reflects the barangay’s inclusive approach to education. Through interviews and documentation sessions, the team captured the project’s journey, implementation, best practices, and the positive impact it has created within the community. Through the 𝗕𝗔𝗛𝗔𝗚𝗜𝗡𝗔𝗡 𝗗𝗼𝗰𝘂𝗺𝗲𝗻𝘁𝗮𝘁𝗶𝗼𝗻, the LGA continues to preserve inspiring local governance stories, encouraging innovation, collaboration, and the replication of best practices among LGUs.
